Program policies

Clear expectations protect everyone.

These policies apply to applicants, clients, volunteers, vendors, sponsors, passengers, caregivers, and authorized representatives. They may be updated as the program, funding, or legal requirements change.

1. Eligibility policy

Seniors

Adults age 60 or older who live in Walton, Gwinnett, Barrow, Rockdale, DeKalb, Clarke, or Fulton County may apply.

Veterans

Veterans may apply at any adult age. An eligible veteran served in the U.S. Armed Forces, including qualifying National Guard or Reserve service, and was discharged or released under conditions other than dishonorable. Reasonable proof of service may be requested.

Need and priority

Applicants must need assistance remaining safe, stable, housed, mobile, or independent and have limited ability to complete or pay for the requested service. Priority is given to urgent health-and-safety needs, low- or fixed-income households, people with disabilities, homebound or isolated applicants, people at risk of homelessness or institutional placement, and applicants without adequate caregiver support.

Eligibility does not guarantee service. Approval depends on verification, funding, service area, project scope, safety, transportation capacity, and available qualified volunteers or vendors. Service Builders may refer requests to another organization when it cannot safely or appropriately meet the need.

2. Privacy policy

We collect contact information, county, service needs, scheduling information, eligibility information, and details voluntarily provided in an application. We use this information to review eligibility, coordinate services, communicate with applicants, match volunteers or vendors, arrange transportation, document outcomes, prevent misuse, and meet reporting or legal obligations.

Information is shared only with authorized staff and, when necessary, the volunteer, driver, vendor, sponsor, referral partner, or emergency authority involved in the request. We do not sell personal information. Applicants should not submit Social Security numbers, bank-account information, passwords, complete medical records, or original military documents through the website.

Records are retained only as long as reasonably needed for program operations, safety, reporting, dispute resolution, or legal compliance. Applicants may request correction or deletion, subject to required record-retention obligations. Internet transmission is never risk-free; we use reasonable administrative and technical safeguards but cannot promise absolute security.

3. Cancellation and rescheduling policy

Clients should cancel or reschedule as early as possible and preferably at least 24 hours before a scheduled service or ride. Same-day cancellations may prevent another client from receiving help. Repeated late cancellations, no-shows, unsafe conditions, denied property access, material misrepresentation, harassment, or failure to follow program requirements may result in delayed service, suspension, or closure of the request.

Service Builders, volunteers, drivers, and vendors may cancel or reschedule because of severe weather, unsafe conditions, emergencies, illness, vehicle problems, lack of qualified personnel, unavailable materials, or a project that differs substantially from the approved scope. Free services have no cancellation fee. Donated materials already purchased for an approved project will be handled according to donor restrictions and program procedures.

4. Transportation policy

Transportation is for approved medical appointments, pharmacies, groceries, benefits appointments, and other essential trips. It is non-emergency transportation and is not an ambulance, medical transport service, or substitute for 911. Ride approval depends on advance notice, route, driver and vehicle availability, accessibility needs, and safe pickup and drop-off conditions.

Passengers must provide accurate mobility information, be ready at the confirmed time, use seat belts, follow driver instructions, and behave safely and respectfully. Service animals are permitted as required by law; other animals require advance approval. Drivers do not provide hands-on lifting, medical monitoring, medication administration, or transfer assistance beyond their training and approved role. A caregiver or responsible adult may be required when safe travel cannot otherwise be assured.

Pickup and return times are estimates. Service Builders is not responsible for missed appointments or losses caused by traffic, weather, medical delays, or circumstances outside its reasonable control.

5. Safety and service policy

Call 911 for fire, gas leaks, electrical emergencies, suspected abuse, immediate medical danger, violence, or other emergencies. Service Builders does not provide emergency response, skilled nursing, home health care, legal representation, investment advice, or control of client funds.

Electrical, plumbing, HVAC, structural, accessibility, and major remodeling work will be assigned only when an appropriately qualified, licensed, or insured provider is available. Every project is limited to the approved scope. A site assessment, owner authorization, permit, inspection, or proof of residence may be required.

Clients must disclose known hazards, unsafe structures, weapons, aggressive animals, infestations, mold, biohazards, contagious illness, criminal activity, and other conditions that could affect safety. Volunteers and vendors may stop work and leave whenever conditions are unsafe. Discrimination, threats, harassment, abuse, exploitation, smoking near workers, or requests for unapproved work are prohibited.

Clients remain responsible for maintaining their property after service. Service Builders cannot guarantee that every repair or service will permanently resolve a condition, and donated work is limited by available labor, materials, funding, and professional scope.

6. Donations and Stripe payments

Online donations will be processed securely by Stripe when the payment connection is activated. Service Builders will not store complete card numbers. Donations support program operations, materials, transportation, and approved client needs. Restricted gifts will be used for their stated purpose when accepted; otherwise, contributions may be used where need is greatest.

Donation refunds are considered individually when requested promptly, when a duplicate or processing error occurred, or when required by law. Tax deductibility depends on the organization’s legal status and the donor’s circumstances. A receipt is not legal or tax advice.
